The Odisha Bigyan ‘O’ Paribesh Congress (earlier Odisha Bigyan Congress) had its genesis in the year 1997 to provide an apt platform to the scientific community of the State for deliberating on the advances in science and technology in diverse frontiers. Since then it is being organized as an annual event in reputed universities/ institutions of Odisha with the objective of bringing to a common forum the scientists, academics, engineers, technologists and environmentalists of the State as well as from other parts of the country for sharing their experiences and innovations. On the occasion of the Congress, a seminar is organized on a theme of current significance. Some noted scientists and academics of the state are also felicitated during the Congress for their lifetime contributions, while young researchers are awarded prizes for best oral and poster presentations. A small amendment was made in the title of the Congress in 2016 to make it Odisha Bigyan ‘O’ Paribesh Congress for focusing attention on the environmental challenges confronting the mankind at the present juncture. The focal theme of the seminar for this year is ‘Science & Technology for Environmental Security’. This year, the 19^th Session of the Congress is being organized under the joint auspices of the Orissa Environmental Society and the KIIT University, Bhubaneswar in the Convention Centre of the KIIT University.

Advancements in science and technology have reached new echelons in diverse frontiers in recent times and have changed the way of human life. Scientific knowledge and technological developments have brought about marvels and offer unprecedented opportunities to the mankind for rapid social progress. We are dwelling in a swiftly changing, and increasingly complex and sophisticated world where internet is set to become the key delivery system for global progress and smart phones are deemed as bare needs. Yet the humanity is currently at a crossroad facing multi-dimensional challenges posed by environmental insecurity, in addition to diverse rising social and economic aspirations, and demographic changes. Technologies that have been employed in manufacturing, energy production, automobile and other sectors threaten the quality and functioning of ecosystems, and have been corollary to environmental degradation and depletion of natural resources. Adopting ecologically unsustainable practices, overexploitation of resources than earth’s capacity to regenerate them, consumerism and scant regard for other living species are engendering threats for the humanity as well as the planet.

Global warming, climate change and consequential natural disasters are among the greatest challenges of our time and their adverse influences undermine our ability to achieve sustainable development. Survival of many societies and life-supporting systems of the earth is at risk at the present juncture. The current and future generations are poised to be confronted with increasingly severe instances of human induced environmental changes.

In such a global scenario, environment is the most significant of all the transnational issues and its security is of critical importance to the living world. Directing the application of the tools and techniques of science and technology, and the focus of innovative scientific research to reinforce environmental security is the way forward for the most intelligent creature of the earth. Above all, a shift in the mindset of the political leaderships of the world to express their commitment to the cause unequivocally and to formulate effective public policies is the need of the hour. Research papers from all branches of science and technology in respective fields of research are invited for oral/ poster presentations in the technical sessions of the Congress. Selected abstracts and invited articles will be published in the proceedings of the Congress. The Orissa Environmental Society was founded in the year 1982 with the prime objective of promoting awareness towards protection of the fast-deteriorating environment and conservation of the depleting natural resources of the State by way of undertaking diverse activities. It has been preaching the principles of sustainability based on ecologically, economically and socially sound practices. In recognition of the services rendered by it, the Society has been represented in various state as well as national level committees and forums on environment, wildlife, science & technology. The Society has made landmark contributions in respect of the Similipal Biosphere Reserve, Chilika lagoon, Mahendragiri hill terrain and Angul-Talcher industrial area, to name the prime areas, by way of research, education and awareness promotion. It has published a series of books on pertinent environmental and natural resource issues of concern. It has been organizing seminars, conferences, workshops, etc on current issues of concern in the fields of environment and science. The Society, with more than 600 life members in its roll, has the unique distinction of enjoying the accreditation of some national and international organizations. It played the pivotal role in opening of the Bhubaneswar Chapter of the Indian Science Congress Association in 1996.

KIIT University was established with the vision of creating an advanced centre of professional learning of international standing where pursuit of knowledge and excellence shall reign supreme, unfettered by the barriers of nationality, language, cultural plurality and religion. Founded by Prof. Achyuta Samanta in 1993 in a two-room rented house, the Kalinga Institute of Industrial Technology started as a vocational education centre with an initial investment of rupees five thousand only. It took shape as an institution in 1997 with the commencement of degree engineering programme. From scratch, Prof. Samanta took KIIT to a position of glory within a decade and a half only through his sheer hard work and immense passion. Today, it serves more than 27,000 students through its 19 Schools imparting globally recognised Bachelor’s, Master’s and doctoral degree programmes in 100 plus disciplines, spanning engineering, medicine, management, biotechnology, law and many more. The key institutes under the umbrella of the university include Schools of Engineering; Kalinga Institute of Medical Sciences (KIMS); Kalinga Institute of Dental Sciences (KIDS); Schools of Rural Management, Biotechnology and Law; School of Fashion Technology; School of Film and Television Production; and KIIT Media School.

KIIT is an internationally-focussed university with international students enrolled from around 45 countries.
